Labor of Love Healthcare

I was asked to come in to Labor Of Love Healthcare in the Edison, NJ location to complete an application..However over all the secretary was very friendly and I thought was a little abrasive to obtain my photo ID with out offering the position..
Is this company a fraud?
Are photo ID'a being sold for a fee?

Interview with helen the ceo. She asked documents you usually give at time of hire plus asked for a passport size picture that cost 14.00. I felt like this was too much info. But she made it sound as if i would get the job after background check came back cleared as i knew it would. Helen emailed me at 10:15pm for a second interview cause i met needs that she was looking for. But the next day at 1:51 pm she emailed with another email saying dont come she will call. I believe she disorganized or bipolar.
