That 2008 negative rating is outdated.
I lived there from 2014 until April of this year and it’s nothing like that. Smoking is no longer allowed in the buildings and how would you know about meth use unless you have the same habit? Known drug usage would not be tolerated.
Starting in May 2021 the buildings are being renovated since being purchased by the HRDC.
Depending on availability I would definitely move back there.

This is a subsidized building for the elderly and disabled. It has stained dirty carpets, needs painting as the walls are stained and dirty. No services are offered. The United States Post Office has been petioning them for years to replace the mailboxes as the doors fall off, and they are to small for medicine packages. It can take up to four months to be cleared to rent an apartment here. Many of the carpets in the units need to be replaced, and they need to be painted as the majority of them are not cleaned when tenants move out.
