Overall

In September 2012 we hired All Star Contractors of Zionsville, Indiana, to perform eight home-repair projects.

Their payment terms required 50 percent down with the remaining 50 percent due upon completion of each individual job. General Manager Don Steele was our primary contact at All Star Contractors.

On September 11, 2012, we agreed to Don's quote and terms, and provided All Star Contractors a 50 percent down payment.

On September 24, 2012, All Star Contractors completed the first of eight projects. We promptly paid them the remaining 50 percent due for this individual job.

On October 1, 2012, All Star Contractors completed the second of eight projects. We promptly paid them the remaining 50 percent due for this individual job.

Mid October 2012, Don Steele had a subcontractor on site to measure and plan for the third of eight projects. This was the last time that Don Steele or any representative from All Star Contractors was on our property to work on any of the six remaining projects for which we had submitted a down payment.

On January 10, 2013, I emailed Don asking "It's been a few months since we've heard from you. There are still some unfinished items that I hope your team was still planing on addressing. Would like to know what your plan and timeline might be." Don responded, "The deep freeze has us behind and we anticipate 3 weeks in getting to complete your work. Happy New Year and thanks for your patience!"

After waiting six months with no contact from Don Steele or All Star Contractors, I sent this email on June 22, 2013, to Don and Gayle Steele: "I believe it is time for us to part ways. Six months have passed since we last received any contact from you, seven months since you last performed any work for us, and it's been ten months since we hired you. In that time, you've completed just two of the eight jobs that we asked of you, which we timely paid in full. I ask that you return the 50 percent down payment that we provided you in September 2012 for the six remaining jobs you have not yet started."

We waited another month -- still no response. On July 21, 2013, I sent this email to Don and Gayle Steele: "Last month we asked you to return the down payment for the six jobs you have yet to perform. We have neither heard from you nor received payment. Promptly provide us a reimbursement by August 1, 2013, to avoid escalation."

By August 4, 2013, we have not received any communication from Don or Gayle Steele of All Star Contractors since January 2013, and no work has been performed since October 2012.

We are seeking a prompt refund of the down payment that we submitted for the six uncompleted projects. As of August 2013, our requests to All Star Contractors have gone unanswered.
