Overall

As a first-time user of the Thumbtack app, we found and hired TOP TIER GLASS LLC (they changed their name to R.J.R Construction LLC - see my attachments). We spoke on the phone with Justin McGarrity and he told us he was a licensed and insured Florida contractor. We communicated with the company, mostly by phone or text, and we agreed that we needed to install six Hurricane Impact Windows. TOP TIER GLASS LLC, stated that we needed to pay in cash and we signed a proposal. Five months later, on August 18, 2021, after several excuses and missing deadlines dates an installer came to our house with windows that were 4.5" too tall for my house according to my Homeowners Association policy. Justin and Richard did not show up to the job site. Their installers showed up without a permit. We refused the installation and the products and we requested a full refund from Justin. He said he would honor it but NEVER did. I am asking for a refund and an investigation into this company because I agreed to hire TOP TIER GLASS LLC under the false pretenses that they were licensed and insured contractors vetted by Thumbtack. Upon further research I discovered they had a lot of recent negative reviews and the address registered on sun biz.org leads to an empty warehouse in Aventura.

They tried to "make it right" by offering to illegally dump the windows they said were correct. But I refused their offer after I checked with the Cooper City Police Department. They told me that I can be held liable if I let a project commence without a permit and that if they drop anything off on my property I can call them for illegal dumping.

Upon contacting my City Building Department and both of my HOA's I soon discovered they never followed through on our agreement to file for a permit (which I paid $900 for), get the approvals from both of my HOAs (which I provided the paperwork for), neglected to give me enough time to file for a "Notice of Commencement" with the City of Cooper City since they kept changing the installation dates and the products.

The company is still refusing to give us our money back. It has been 8 months.

LEARN FROM OUR MISTAKES:
Do your research (check Yelp, sunbiz.org, BBB, Angie's List, Facebook)
Make sure they have over 20 reviews not just 8
Never pay more than 20% upfront
Make sure you sign an actual contract (not the back of their proposal like I did)

If the price is to good to be true it probably is
