Covington Police have as long as I can remember fought for higher wages. Being one of the nations most under paid police departments. Do they deserve higher wages? or Federal funding for that fact? The answer is.... NO. Recently one of Covington's most decorated soldiers ( Donald Ross ) was found dead in his apartment at 213 Lavassor. Upon entering Donald's apartment did the Covington Police care to protect the integrity of the "Scene"?.....NO they instead proped Donald's apartment door open with a fire extinguisher. What is the number one rule that all law enforcement personnel know about preserving a "scene"? Answer: To set up a "perimeter containment area". Does that involve proping open a apartment door where the "core area" is located?... NO. This proves that a possible murder case was not even considered and why? "Investigator Burn Out". The Covington Police have ruled Donald's death as a "suicide" yet "Locard's Rule of Evidence" says other wise. Detective Edgington was short with Donald's sister Lisa on the phone when she tried to find answeers to her brother's death. A normal investigator would have explained the circumstances surrounding Donald's death especially to one of Donald's immediate family members such as his sister. FOOTNOTE: Donald Ross served with the 501st Signal Battalion attachment of the the 101st Airborne ( Air Assault )
During a seven week training program at Fort Riley, Kansas Donald was awarded the "U.S. Army Correctional Activity Certificate of Completion" which few have ever been presented with. The program included Rapelling, Confidence Cource, Obstacle course, Survial Training and many other challenging obstacles. Donald served from 1980 - 1984 and qualified expert on the range with the U.S. Army.
He will be laid to rest with "military honors" at Highland Cemetery in Fort Mitchell, Ky. Monday March 24th, 2008 at 10:00a.m.
