Fair Collections & Outsourcing

This company failed to notify me of an alledged unpaid water/sewer bill when I moved out of my apartment in 2005! They had 2 years to contact me. They never sent a letter or called. And when I ask for proof of debt to be mailed, it never showed up; all the while my credit score is falling! Their amount of professionalism is on the level of a street bum begging for change. I've been reading up on fair debt collection law, and they fail to comply. I wonder if my small debt is too insignificant to care about? No stars for this company.
