Conger & Elsea, Inc offers services in three general areas: training, consulting, and software support. The Conger & Elsea, Inc Process is based on the Management Oversight and Risk Tree ( MORT ) system safety approach initially developed in the early 1970's by the forerunner of the Department of Energy. Conger & Elsea, Inc has been responsible for adapting and updating the MORT process for more than 30 years. Conger & Elsea, Inc has more than 200 clients, including 50 domestic utilities, the U.S. Nuclear Regulatory Commission, the Canadian Nuclear Safety Commission, the Institute of Nuclear Power Operations, NASA, the U.S. Navy, Minerals Management Service, select chemical and oil concerns, defense-related aerospace organizations, the Environmental Protection Agency, National Science Foundation, the Chemical Safety and Hazard Investigation Board ( CSB ), OSHA, Pipeline and Hazardous Materials Safety Administration ( PHMSA ) and many industrial companies.TRAINING - Conger & Elsea, Inc has trained more than 12, 000 people in their systematic approach to root cause analysis and corrective action program assessment. The Conger & Elsea, Inc process for investigation and root cause analysis has been taught to the highest level investigation personnel from the US Navy, the USNRC, the CSB, the EPA, and the PHMSA. Conger & Elsea, Inc, also, provides specialized training in the areas of human performance improvement, safety observation, behavior-based safety, and management assessments. All of the training is tailored to match the client's need and uses a hands-on learning approach with realistic practice.SOFTWARE, The Mishap Analysis and Prevention System ( MAPS ) software includes 11 analytical tools for identifying root causes of accidents or evaluating safety or management systems. Through 20 years of development and use in the field by Conger & Elsea, Inc and clients, MAPS has proven to be effective in assisting in the compilation and analysis of information and resolving problems. The software is available without additional cost to all Conger & Elsea, Inc clients.CONSULTING - Identifying, analyzing, evaluating and advising on matters of risk takes many forms. Consulting activities have included: preparing nuclear plants for 95002 inspections; serving on NRC 95003 inspection teams; developing corrective action programs, preparing a commercial nuclear plant for start up; performing a hazard analysis for a rocket manufacturer; assisting on incident investigations; developing a system safety plan for military test machinery; performing fatality investigations and designing the ideal design review process for modifications of $1 million or more. Conger & Elsea, Inc personnel have conducted more than 100 major investigations of fatalities, large scale equipment failures, electric blackouts and failures in inventory control processes.
