Pho Hung

Super Bowl, good food, reasonable price. I have experienced staff acting racist towards white customers when they have been busy by seating, serving, and giving otherwise preferential treatment to Asian customers. Not the best Pho in Portland, but good enough for me to come back.

I ordered an item which totaled below their arbitrary minimum "credit card" purchase of $10. I pull out my VISA and they complained I don't meet their "minimum purchase" house rule and pointed to a sign stating such.



I reminded them that is a direction violation of VISA policy, then they accepted my card. I signed my receipt for the purchase amount.



I checked my account a few days later and learned they added a 50 cent charge I never authorized. I checked my receipt and yes, the receipt showed 50 cents less than my statement. I disputed that charge on principle.



VISA official statement:

"Visa merchants are not permitted to establish minimum transaction amounts, even on sale items. They also are not permitted to charge you a fee when you want to use your Visa card."

Also, do be aware they're NOT permitted to authorize any amount beyond check amount. 0% add-on authorization is permitted for tip.
